Regional Districts are, in the absence of incorporated municipalities, the "local" government for rural areas. Regional Districts typically provide:
- A political forum for representation of rural residents and unincorporated communities.
- A vehicle for advancing the interests of the region as a whole.
- Development services such as community planning, land use regulation, building regulation and inspection, and house numbering in rural areas.
- Environmental services in weed control, water supply, sewerage disposal, and solid waste management.
- Recreation and Cultural Services.
- Rural Fire Protection and Emergency Services.
